In late 2024, the UN General Assembly in New York adopted the United Nations Convention against Cybercrime. The treaty will open for signature in 2025 in Hanoi, earning the name "Hanoi Convention."
This is the first time Vietnam has led the drafting of a UN convention and been chosen as the signing venue — a clear marker of the country's rising international standing.
▍ The Foreign Minister's Statement
Deputy Prime Minister and Foreign Minister Bui Thanh Son said: "UN member states unanimously agreed to select Hanoi as the venue for the convention's signing ceremony. From now on, the name 'Hanoi' will be closely linked to this important international legal instrument, dedicated to addressing one of the most challenging global issues of the 21st century."
▍ What the Convention Covers
The Hanoi Convention spans 9 chapters and 71 articles. It is the product of four years of negotiations, from 2021 to 2024. The treaty establishes a comprehensive multilateral legal framework targeting the most threatening forms of cybercrime and creates mechanisms for international coordination and cooperation.
